Basically TWS is a print on demand of Bandai. It's not really limited in Japan, Bandai will produce forthe japanese market only the copies that will be preordered.
Different topic for the oversea market as Europe or South America where the companies that have the license to sell these figures have deals with Bandai for a certain stock.
I usually buy from Japan and in this particular moment is way more easy preorder (paying obviously) TWS figures than regular. Because the regular ones end quickly cause the scalpers, the TWS ones can't sold out because they are printed on demand.
In the various countries it depends from the stock Bandai will provide for each particular country.
I think the success of god warriors EX is mainly due to extra Japan countries, so i don't think it will be difficult to preorder.
